Synopsis
The enactment of the Competition Act in 2004 was founded on Adam Smith’s theory that self-interested competition can benefit society. One of the effects of this legislation is that the SIA Recommended Minimum Scale of Fee for Basic Services became illegal.
Fifteen years on, the architectural profession is plagued by fee diving, low salary levels, long working hours (often without overtime pay), and challenges in attracting and retaining talent.

Life Without a Fee Scale – Healthy Practice in the Face of Competition

In the most recent issue of The Singapore Architect (Issue No.14 – Have Faith), the speaker wrote the article Life Without a Fee Scale: Confronting the Moral Dilemma, and included in the article three things you can do in 2019. As a continuation of the ideas presented, the speaker will go through the finer points behind the SIA Scope of Service Matrix, the spectrum of issues which affect fees and healthy practice, and offer further action practitioners can take towards healthy practice in the face of competition.
The speaker will also update you on the work of the Architect’s Appointment Committee and ongoing discussions with policy makers on public procurement issues.
Topic 2
The Architect’s role as Qualified Person – How Do We Allow Market Competition Without Compromising On Resources Required To Perform Statutory Duties

One of the architect’s roles is to act as Qualified Person (QP) in compliance with various Acts, Regulations and Codes. Resources are required by QP and their supervised staff to perform such duties. With increased sophistication and rising standards of our built environment, more statutory compliances are also being introduced, requiring the need for more resources. However, currently the architect’s fee is subjected to free market competition, which may inadvertently reward risk-taking behaviour leading to inadequate service or worse, compromised quality of compliance. The industry has recognised that a more sustainable approach is needed to ensure that while the appointment of architects is subjected to free market competition, the fee must be adequate for the appointed architect to employ the adequate resources to perform the statutory duties. The main challenge is how to establish such a fee benchmark. The speaker will update you on BOA’s and SIA’s current multi-pronged approach, and invites you to participate in this seminar and forum.

Ar. Catherine Loke, Lander Loke Architects
CATHERINE LOKE obtained her Bachelor of Planning & Design in 1989 and Bachelor of Architecture (Hons) in 1992 from the University of Melbourne. She has worked briefly in Melbourne & Kuala Lumpur, and in Singapore since 1993. She has been a Registered Architect since 1998 and partner in Lander Loke Architects since 1999.
Catherine is currently the First Vice-President of SIA and also serves as Chairman of the Small & Medium Architectural Practice Committee, Minor Works Contract Working Group and Architects' Appointment Committee. In 2011 and 2012, she was the Facilitator of the Minor Works Contract Working Group which undertook a comprehensive review of the SIA Minor Works Contract First Edition 1987, resulting in the publication of the SIA Articles and Conditions of Contract for Minor Works 2012 (MWC 2012) in December 2012.
Outside of SIA, Catherine served as the Chief Examiner for the BOA Professional Practice Examination from 2014 to 2016. She was also a member of the BCA BIM Legal & Contractual Workgroup in 2013. She has given talks at the Society of Construction Law, and is currently Adjunct Associate Professor at the National University of Singapore, teaching architectural practice.

Ar. Tan Shao Yen, CPG Consultants Pte. Ltd. President, Board of Architects As an experienced architect of more than 25 years, Ar. Tan Shao Yen strongly believes in harnessing teamwork and leveraging design and process tools to provide holistic solutions. Shao Yen leads CPG Corporation in fostering innovative and collaborative endeavours, and brings valuable experience in delivering international projects across a diverse range of typologies in both the public and private sectors. Some of his work and opinions were published in “20 under 45: The Next Generation” by Singapore’s Urban Redevelopment Authority (URA). A firm advocate of biophilic designs, Shao Yen actively participates and shares his insights at platforms, such as the International Network for Tropical Architecture Conference, Singapore Institute of Architects’ Practice Conventions, Board of Architects Seminars, and many other industry events.
