Synopsis

SIA Development Control Sub Committee has been exploring various topics under our Live, Work and Play theme over the past few years. In 2019, the committee decided to expand the theme to include the wider topic of Master Planning. With that in mind, the 1st master planning series; “The Future Vision of Singapore” was mooted and held on 15 November 2019.

This year, we are honoured to have 2 guest speakers Ar. Tan Cheng Siong and Ar. Khoo Peng Beng to share with us their views on our nation’s development and also provide us with an alternative perspective to how Singapore could be.

Topic 1
Long-term Master Plan proposals and for growing Condominium Housing through Owner Development Plan (ODP) by Ar. Tan Cheng Siong

Synopsis
The projected 7.8 million future population will need a more lasting kind of public housing and a more durable kind of Condominium served by community facilities for 3 generation living. Climate, Heritage, Conservation and Active Mobility are to support ageing, liveability and ownership security. Singapore shall become a role model for ASEAN in urban renewable architecture and planning.

The challenges of the Future Development of Singapore will need innovation Master Plan and Sustainable ideas for creative citizens.

The starting cornerstone of independent Singapore was Housing, the completing cornerstone should be ODP (Owner Development Plan) not the wrecking hammer of Enbloc, to grow further to achieve full ownership security with Skyland, 3 generations homes, 4-stratum, urban planning and envelope DC. Government owns the land, citizens own Skyland.

Sharing of design concept for the Paya Lebar Air Base (PLAB) Concept Master Plan by Ar. Khoo Peng Beng

The speaker will share the conceptual plans and proposals developed focusing on creating its own version of a “regenerative city” that emphasizes the importance of resilience, sustainability and well-being for the future inhabita

 

 

 


Speakers

Ar. Tan Cheng Siong
Ar. Tan Cheng Siong is a serial trailblazer in Singapore’s architecture, urban planning and landscape design over the last 50 years. His seminal works are. Pearlbank, Pandan Valley, Condominiums, the design and planning of DGPs -Jurong East (1991) and Pasir Ris 21 (1997). He was Advisor to the Shenzhen Planning Committee in the 80s and early 90s, and in the 80s he introduced Condominium Housing to China.

In recent years, he promoted Skyland, championed Voluntary Conservation, suggested plans to revitalise Kallang River and transformation of Singapore’s existing waterways into “River Front Homes”. Then came Creative Conservation postulating 3 ʻgold mines’ (Pearlbank, People’s Park Complex and the Pinnacle) and 3 parks (Pearl’s Hill Park, Duxton Plain Park and VMJ Park) amalgamated into a distinct creative urban district. In advocating Owner Development Plan (ODP) for existing condominium communities to continue and to provide them with updated facilities, amenities, places and spaces, he also emphasized creating community connectors and super connectors to ensure ownership security for sustainable Public and Private Housing. In this way, Pandan Valley and many Condominiums may be saved. In his recent feedback, he proposed to Draft Master Plan 2019 to include Community Connectors and Owner Development Plan for Condominiums.

In 2012, he received the President’s Design Award, the prestigious SIA Gold Medal in 2013 and the Pioneer Architect Award in 2015.

Ar. Khoo Peng Beng
Ar. Khoo Peng Beng co-founded his architectural practice, ARC Studio Architecture + Urbanism, with his wife, Belinda Huang in 1998. They are recipients of the prestigious of the President’s Design Award for the Designers of the year in 2021 and are currently working on projects in Singapore, Malaysia, China, India, Myanmar, Cambodia and Rwanda. Their transformational design, the Pinnacle@Duxton, is lauded globally and continues to set the benchmark for high rise high density public housing.

Peng Beng’s work has been exhibited at the Venice Biennale, Sao Paulo Biennale, Seoul Biennale, the prestigious Cite de l’Architecture et du Patrimoine in Paris and other international exhibitions. He was the lead curator of Singapore’s contribution to the 2010 Venice Biennale, 1000 Singapores, A model of the compact city, that is now part of the permanent collection of the Asian Culture Complex in South Korea. Peng Beng’s studio at the National University of Singapore is focused on the holonic revolution and trans-contextuality in architecture.
